The author of this Russian video states that the truck driver with the recording device was distracted and failed to stop at a scene of an accident on the highway, almost crashing into civilian and police cars as well as people standing on the road in the process.
While we will agree to some extent that the truck driver should have slowed down more upon seeing the police lights flashing, you should keep in mind that he was driving a large truck, possibly loaded and the road was wet, but more importantly, the cops should have placed a car as well as a triangle well before the accident scene to warn drivers.
Despite the extremely dangerous situation, the truck driver successfully maneuvered through cars and people avoiding the worst.
